[Bug]: Windows 11 24H2 - Game hangs at white screen on startup

When launching Outrun, I only see a white screen that does not proceed any further. The mouse cursor shows that the app is busy, but nothing short of ending the task will close the app. No audio plays when this happening.

Not sure if this issue is specific to my device, but it means I've been unable to play this game lately.

Windows 11 has a bug with HDR / Auto HDR. I have tried disabling Auto HDR but it has made no change.

My setup: AMD Ryzen 7 5800X3D RAM 32 GB Nvidia RTX 3080, 566.36 Windows 11 Pro 26100.3037 3x 2560x1440 displays

I'm using the Steam version of the game.

Things I've tried:

• Removing all mods
• Reinstalling the game
• Disabling all overlays
• Updating graphics drivers
• Unplugged controllers before launch
• Disabling hotplug & vibrations settings in the config
• Just about every combination of settings in both config files in the game directory

Same issues, didn't check when I first updated to 24h2 but only managed to get past the whitescreen once using exclusive fullscreen, second attempt whitescreened again. Using my disc version.

Figured I'd add to it - using latest version as of 5/1/25 and getting this same symptom.

Windows 11 1 screen 3840x2160 Nvidia 4700 abandonware ISO version

No mods - clean install from ISO + tweaks.

I've tried various settings like disabling full screen, using a lower resolution, turning off/on anti-aliasing / fog. I've tried XP compatibility mode, disabling DPI scaling, but kind of running out of ideas. Also tried reinstalling vc_redist but no luck there either.

Any suggestions?

Hello, I just decided to get this game yesterday and had the same exact issue. Nothing was working except one thing, you have to download DirectPlay because it's an old game! Go to Control Panel -> Programs -> Turn Windows Features On or Off -> Click on Legacy Components and a dropdown will say DirectPlay. Install it then restart your computer and it should work. Found this from the readme file included with the download I had lol. I hope this helps!!!

Update: It worked for a bit with DirectPlay, then went back to white-screening. The fix I've now found is using dgvoodoo

I was running into this issue as well, and it only seems to be on subsequent launches of the game after a cold boot. First boot after restarting my PC works just fine. Subsequent attempts to launch the game hang at a white screen.

Update just now: Disabling the controller hot plug feature seems to have fixed it? I'm skeptical, but I've launched it just fine a few times now.

I'm not having this issue on my PC. The only thing I see in common between you all is that you're using Nvidia graphics cards. Maybe try using DXVK https://github.com/doitsujin/dxvk to convert from DX9 to Vulkan. I tested it on my install as I was curious and DXVK worked fine, but there was brief shader compilation stutter occasionally. It went away after time.

Most likely caused by SingleCoreAffinity = true. Widescreen fix for NFS UG2 has same hang with the same option on W11 24H2 https://github.com/ThirteenAG/WidescreenFixesPack/issues/1573
