Fix GitHub Actions regarding translations
What Happened?
Translations are no more updated on website, it is due GitHub engine changes, mentioned in warning section of this last successful task:

The set-env command is deprecated and will be disabled on November 16th. Please upgrade to using Environment Files. For more information see: https://github.blog/changelog/2020-10-01-github-actions-deprecating-set-env-and-add-path-commands/
next one and all till now are broken - see

Steps to Reproduce
Look at results of GitHub Actions regarding translations
Expected Behavior
GitHub Actions regarding translation updates are successfully executed and work of translators is not wasted ;-)
