Sometimes keyboard shortcuts with meta key won't work

Describe The bug This doesn't happen always, but sometimes system based keyboard shortcuts with meta key won't work, specifically launching terminal, file browser and web browser.

However, custom meta shortcuts continue to work. Switching desktop workspace using meta and arrow keys work.

Reboot/ log out and log in and all work well.

To Reproduce This problem sometimes happens after system sleep and wake up Sometimes, after a while of various system operation it occurs, will investigate further. Expected Behaviour Meta based keyboard shortcuts must all work
