Media Hotkeys randomly doesn't work

To Reproduce

Steps to reproduce the behavior:

  1. Setup some hotkeys to play media, forward media or go backwards thru the media player (or if you have a multifunctional keyboard like me, press the media buttons)
  2. Media player does not respond to those Hotkeys. Sometimes it does work. Sometimes it doesn't for some reason.

Expected behavior

I expect that the audio player responds to the hotkeys.

Additional context

I actively use Spotify most, but this problem occurs also to the default music player and youtube videos on chrome.

Some extra info, I'm also having the issue, having the latest updates the media keys "freeze" for a moment, and then all the times that the key was pressed are activated.

On my case I have detected an extra bug related to this but may come from the same origin.

When the OS need to make a "notification" sound (when trying to move beyond the first character on a text area for example) the UI freezes for a brief moment and then all the actions performed (clicks, media keys press, etc) are executed.
