correct encryption passphrase not being accepted on fresh install

cryptsetup (sda5_crypt): cryptsetup failed, bad password or options?

I remember trying elementaryos like a year or more ago and running into this bug, I tried it again(in a virt machine) and the bug is still there Everything listed here is what I experience - https://superuser.com/questions/1269393/cryptsetup-password-not-working-on-new-install-and-weird-proliferation-of-chara
I know its not specific to elementaryos but I have no problem with encryption on debian so I don't know what the issue is(some speculation leans toward keyboard layout bugs)

Its not a new bug and needs to be fixed

As mentioned in the issue template:

elementary OS does not yet ship this installer. Please direct any issues for the current installer to github.com/elementary/os.
