Can't add Live Mail account without `POP3` turned on

What Happened?

You can't complete the adding an online account of live mail, if you did not turn on the pop3 option on the web client via a browser.

Steps to Reproduce

1. Register a live mail account（keep POP3 option off）
2. add this account to Mail

Expected Behavior

1. the adding operation can complete no matter whether the POP3 option on the server side is turned on or off
2. or a more clear message in the broken step

Unfortunately that is a security setting of your mail server blocking all requests right away so we can't do anything about it :(

or a more clear message in the broken step

That would definitely be good, I'll see whether we can reliably detect this
