Upon unlocking session after sleep window workspace placement is reset

What Happened?

When I use the laptop I usually spread out my different windows across workspaces. When my system goes to sleep, and I unlock the session again, all windows are back on the 1st workspace

Steps to Reproduce

1. Log into the Secure (wayland) session
2. Open several windows and drag them to different workspaces
3. Set the computer to sleep
4. Wake up the computer
5. enter password
6. Now its all wrong

Expected Behavior

I would expect workspaces and windows to retain their configuration

I also run into this but it only seems to happen when a workspace only has a single app on it, and it will also do this workspace shuffle when I plug or unplug my AC from my laptop.
