Problems with multitouch gestures and maximized windows

What Happened

When you use gestures to switch workspaces and you have a maximized window on one workspace the transparency of wingpanel changes on the workspace that is being swiped away.

Plank also shows up when swiping away a workspace with a maximized window

Expected Behavior

Don't change the wingpanel or show Plank when swiping away the workspace.

Perhaps wingpanel should not be swiped at all and only the transparency of it should change if it is necessary.

Steps to Reproduce

1. Open a workspace with a maximized window.
2. Swipe to a new workspace. / Swipe from another workspace to the workspace with the maximized window.
