Unable to re-arrange or remove icons via touch

What Happened

If I use touch to re-arrange or remove an icon, behaviour is unpredictable but never what I want. Sometimes it registers a press and launches the app. Sometimes it starts the animation to move the icon but glitches and the icon remains in a ghosted state in limbo.

Expected Behavior

I should be able to re-arrange icons by touch like on Windows; or drag upwards to remove from the dock. Also I should be able to long-press on an icon to simulate a right-click (can't recall if it currently does this already, but throwing it in there).

Steps to Reproduce

1. Press and hold on an icon, then drag to move.
