'Keep in dock' does not work
What Happened?
Enabling or disabling 'Keep In Dock' does nothing. So existing apps can't be removed and new apps can't be added.
Steps to Reproduce
Right click on an icon in the dock. Try to enable or disable 'Keep in dock'. Nothing happens.
Expected Behavior
Enabling or disabling 'Keep in dock' should activate the checkmark or deactivate the checkmark respectively.

Update: Works on X11 but not on Wayland.
Behavior confirmed. I have this issue also on a clean install of Circe on a new drive. All updates applied via AppCenter and apt full-upgrade.
On my device (Wayland session), apps can be removed from the dock by unchecking the Keep in dock option, but only in the App menu. When I try that directly from the dock, nothing happens. You also can't remove apps from the dock by dragging them away from it, they just return back instead of disappearing with the nice cloud animation.
But even the behavior of Keep in dock in the App menu is unpredictable and only works sometimes. I. e. when I add an app this way, it cannot be removed again, unless I move it around a bit in the dock.
my issue is that none of the context-menu items are clickable because clicking the context-menu dismisses it instead of activating the item
Similar issue but not exactly the same as described in the original bug. Keep in dock works for me until a reboot, and then any apps that were highlighted to be kept in the dock are no longer there.
