Make light dock as transparent as dark dock

Problem

In dark mode, you'll notice that the dock is ever so slightly transparent. This is especially noticeable for grassy wallpapers like the ones that ship with eOS, as you can see the leaves behind the dock a little bit. It's actually very nice! It isn't transparent at all in default(light) mode, however.

Proposal

Make the dock in default mode as subtly transparent as it is in dark mode.
