Send files via Bluetooth option present when no bluetooth

In the context menu, there is a option to "send files via bluetooth" even when no bluetooth adapter is present.

I've been working on that. There are a few ways to fix that, from a bluetooth presence monitoring daemon I wrote combined with TryExec in Contractor to a more scalable and extensible mechanism of capabilities that contracts may require, e.g. bluetooth, network, internet, etc.

I think this is fixed now in bluetooth-daemon. It looks like it only creates the contract file if the bluetooth manager connects to a bluetooth object
