<Ctrl>R is intercepted when using the terminal pane

What Happened?

Attempted to search bash history in terminal pane. Instead the Replace entry in the main window was focused.

Steps to Reproduce

1. Open a doc
2. Open terminal pane
3. Focus terminal pane
4. Press <Ctrl>R

Expected Behavior

The terminal pane should process shortcuts first when focused.
