Opening a new Window from the dock does not show Welcome View

What Happened?

Steps to Reproduce

  1. Open first Code window
  2. In Dock open the Code icon context menu and choose "New Window"
  3. A new Code window opens, but instead of the Welcome view, a blank area is shown

Expected Behavior

The new Window should have the Welcome view.
