Polls: Add option button not visible when needed

It should be included in the recycler view and so scroll with the other views.

On my big screen phone, the add option is hidden by default:

Form is not fully visible	Button not centered vertically

May be worth in smaller screen.

I know it is a design decision to let the "CREATE POLL" button always visible, but I do not like it.

The design mechanism intention was to make sure for the Add button to always be visible above the composer - So this is not a design fault but a problem with the way it was implemented

@gaelledel and I spoke in DM. To summarize the intended UX:

• The "Create poll" button should remain sticky / attached to the keyboard
• When focusing the last poll option, the view should scroll to reveal the "Add option" button (unless it is already visible)
