Allowed 3.x.x of psr/log rather than specifically just 3.0.0

When trying to use ecs-logging-php with the latest psr/log, which is 3.0.2, composer refused to install because this package fixes the v3 tag to specifically 3.0.0.

This PR relaxes that a bit so it can be installed with anything on the 3.x.x range, just as it does with v1 and v2.
