Upgrade docker-client to latest version

This plugin currently uses version 8.9.0 of com.spotify:docker-client

This version does not honor the -Dhttp.nonProxyHosts setting as described in this ticket https://github.com/spotify/docker-client/issues/978

Would it be possible to update this dependency ?
