添加一个 message command 允许下载失败的时候调用 GetCdn 重新下载，不过 efb-telegram-master 有个 [bug](https://github.com/ehForwarderBot/efb-telegram-master/issues/143)，可以等上游 [修复](https://github.com/ehForwarderBot/efb-telegram-master/pull/144) 之后再合并
