Wrong Defaults in 2304 tapeout

tapeout scripts implemented incorrectly, it picked up the defaults blocks that were pushed on this repo and didn't generate new ones. This ended up in clear tapeout to have the correct defaults configuration by number, but the layout of the defaults blocks were changed, which made us unable to flash clear as the default configuration of IO 1, 2, 3 & 4 are incorrect so we are unable to communicate with housekeeping. The workaround would be to bypass caravel while flashing and flash the memory using the FTDI directly.

We were able to do an experiment with the workaround methodology and we were able to flash and test clear. A new board is in the works.
