Support minimum delegation

add "Min stake" parameter to Conditions. I delegate and grant to "Disperze" validator, but restake didn't work. I think "Disperze" validator spent all amount for commission and can't compounding, but.. it has Min stake amount 10 tokens!! And this is not only for one validator! Interesting, I didn't know about their UI. I can add a minimumDelegation feature to REStake so we can support the same thing and display it, but it might take a bit of time before I can work on it.
