In 24 hour mode clock head shows incorrect time

When time is 00:00 (in 24 hour mode), if someone tries to drag the hour hand, it always shows 0 for 6 to 11 in inner circle and shows 6 to 11 for 19 to 23 Screenshot from 2019-09-27 17-06-28
