Update CHANGELOG for 0.22.0

May I ask what is the outlook for the 0.22.0 release? From previous cadence, I expected it around the end of September. Our language server is dependent on a fix that is included in the next release, which is why I am asking.

At first if you are using vscode-xml you can use the prerelease which should contain your fix (which fix?).

We delay the release to provide RelaxNG support and now it should be almost good. Once @datho7561 will have time to review and merge PR https://github.com/eclipse/lemminx/pull/1332

After that we will start the LemMinx release. I hope this week.
