Implement GNETLSTable

The new GNETLSTable is based on lists of FXTextFields, FXLabels and FXButtons and is the best solution for the following tickets:

#11282 -> Now with tabulators phase buttons can be reach

#11240 -> Not anymore

#11149 -> Now if no TLS are selected, a default width is set

#11148 -> Add empty column solves the problem

#10856 -> New buttons for add/delete phase in every row

#3419 -> New buttons for special phases (reopen)

Can you please check whether a similar functionality may be available in Fox 1.7?

With the specification needed for TLS Frame, I think not.

GNETLSTable is 100% functional. New problems will be handled in different tickets.
