Adjust GLSP node server logging at runtime

Based on this discussion, it would be useful if we could change the logging level for the GLSP node server at runtime. Currently it can only be set at server startup. If it could be changed at runtime, it could be configured to coincide with logging in clients such as VS Code's developer logging level.
