Introduce devfile v2 for plugin registry

We should have a dogfooding devfile version 2 for the che-plugin-registry.

It would be nice to have additional commands to:

• build image
• publish image

Describe the solution you'd like

Add devfile v2 that can be used for developing ch-plugins registry. A devfile in che-devfile-registry could be a good example: https://github.com/eclipse-che/che-devfile-registry/blob/main/.devfile-v2.yaml
