Enable KiCad StepUp tp load KiCad preferences and extract path variables for autoconfiguration of path replacements and limitless and auto updating model path variables

This is basically just a proof of concept and needs enhancements if a wide range of KiCad versions need to be supported.

• [ ] ToDo: Fix Preferences GUI (I don't have QT Designer...)
• [ ] Optional ToDo: Initial configuration depending on operating system and detected kicad version
• [ ] Currently tested with KiCad 7, ToDo: further tests
