Working with Vertical and Vertical ScrollView

Does anyone have this working well? It seems to not be consistent, instead of switching views at bottom of list it switches sometimes before. Sometimes it does not switch at all. I believe this is because the two gestures (ScrollView down/up swipe) and PageView are conflicting.
