Sfpowerscripts Artifact records are migrated for baseline org instead of target org

Describe the bug From Release July21, we have migrated to a custom setting for storing Sfpowerscripts Artifact records. This has introduced a bug wherein baseline deployments will migrate the records for the baseline org instead of the target org for the deployment. The bug is relatively low impact, and will not cause issues unless baseline is toggled off. If baseline is toggled off, and the user wants to re-sync the Sfpowerscripts Artifact records in the sandbox, they can refresh the sandbox which will align the records with those in production.
