Add extra collected resources and stats resources

1. Add some extra collected resources.
2. Fix issue with default region (no need to add the default region when a region is provided in the collect.py)
3. Add --exclude-universal-services in the collect.py (default=false). So when a region is given, the universal-services will be added in the default_region directory except if the flag is set.
4. Fix issue with iam_report when no jobId exists.
5. Add some resources in the stat.
6. Alphabetically the resources list in the stats.py.
7. Make the project compatible with Python 3.11.1
8. Fix some linting
