Add new screens with instructions for importing passwords via sync

Description

Adds "Import Password" to inform the user they can use sync to import passwords

Steps to test this PR

Import Passwords button visible when no passwords stored

• [ ] Fresh install (or delete all passwords)
• [ ] Visit Settings -> Passwords
• [ ] Verify the blue Import Passwords button shows
• [ ] Tap it. Verify you go to a screen with instructions on how to sync via desktop

Get desktop browser instructions

• [ ] Tap on Get Desktop Browser
• [ ] Tap on the blue Share Download Link button and verify the share sheet appears and works
• [ ] Tap on the blue hyperlink and verify it gets copied to the clipboard
• [ ] Go back, and tap on Sync with Desktop and verifies it launches sync settings

Import Passwords button invisible when there are passwords saved

• [ ] Return to the passwords screen
• [ ] Manually add a password (or let one sync etc...)
• [ ] Verify the blue Import Passwords button does not show
• [ ] Verify there is an overflow menu to Import Passwords instead
