Notifications List for Private issues

Not 100% sure if you want this feature, but it seems reasonable to suppose that if a user, who cannot normally view private issues, has been added to the notification list of a private issue, then they should be able to view that issue. This has previously been noted in the discussion on codeplex.

I've completed this minor change in the latest commit for the ViewAllAndMonitoredBy branch I'm working on.
