Browse a few chapters with browser normally until the Cloudflare "Are you a human" appears and goes away. Then WebToEpub should work.

I'd also suggest setting Advanced Options > Manual Throttle|Delay per chapter to at least 5 Secs/Chapter

If you are using VPN, try enabling it and retry again. I had the same problem with Ranobes, luckily I'm using Opera and tried enabling VPN and it worked.
