Test-xDscSchema path should be case insensative.

To me it doesn't make a ton of sense why this: `Test-xDscSchema -Path .\DSCResources\MSFT_xFirewall\MSFT_xFirewall.Schema.mof`` should fail.

and this Test-xDscSchema -Path .\DSCResources\MSFT_xFirewall\MSFT_xFirewall.schema.mof should pass.

Why does it matter if the file name is lower case?
