No unit tests for xIisModule

Need to create unit tests for this module

This seems to be in progress in the working branch xIisModuleFixes in this repo. I have asked @mbreakey3 if she has time to continue working on this.

It's worth having a look at #219 which was WIP then abandonned. The Tests/Unit/MSFT_xIisModule.tests.ps1 has some unit test worth attempting to port over, but the module may have changed since it was written in 2016.
