Addition of ConsumerIrManager

It would be great if this package could also include android.hardware.ConsumerIrManager https://developer.android.com/reference/android/hardware/ConsumerIrManager

This package allows for control of the IR Blaster, great for applications involving the control of TVs, Air Conditioners, and other IR devices.
