Cogs at bottom of left hand nav do nothing

What happened (or feature request):

The cog button located next to the alert and doc buttons doesn't seem to be working. You are able to click on it, but nothing happens.

What you expected to happen:

This should take you to the settings portion of the app which does not yet exist.

How to reproduce this:

Download the latest version of the GUI, pass the initial CLI, Docker, and DDEV local checks and look at the bottom of the left hand nav for the cog button.

Anything else do we need to know:

We may need to build out a settings page in order for this to work!

This is probably going to be more complex than just making the button work due to the fact that we do not yet have a settings page in the app.
