Theme no longer functions as of latest version (Files App 2.5.21.0)

According to current documentation for Files App, the current method for customizing themes is as follows:

Advanced themes

-Open the settings file from Settings > Advanced > Edit settings file.
-Close the Files app before continuing.
-Edit these values as desired

This opens "user_settings.json" - which for me had a path of %userprofile%\AppData\Local\Packages\Files_wvne1zexy08sa\LocalState\settings

I haven't used previous versions of this app, but it seems to me the method for changing in-app colors has changed.

In the current version (3.0.15.0) the same thing is still happening.

How can we apply the theme?
