Options does not have focus when cm_ConfigHotkeys command is used

Description

If you use the “config” based command to enter Options - Keys “cm_ConfigHotkeys” it appears that you then do not have focus / use of arrows up/down and “tab” key, you have to click in Options with mouse to gain “focus”. If you try a different “config” based command such as “cm_ConfigPlugins” the Options windows acts differently, you can navigate with arrows and also use the “tab” key to cycle through Options.
