Bubble up formatter trim warnings

Bubbling up trim warnings to the public surface area seen by the TrimTest project. This is the first iteration of getting the TrimTest project warnings towards zero as discussed here. Also modified the TrimTest project to allow that project to be published from the artifact dotnet binary to generate the 'live' warnings. The TrimTest project is treated as a console exe since the relevant WinForms assemblies are referenced directly from the repo in the project.
