Update .net plugin sample with WinUI3 plugin example

Add WinUI3 desktop plugin sample

I followed the documentation at https://docs.microsoft.com/en-us/dotnet/core/tutorials/creating-app-with-plugin-support, but couldn't make it work for WinUI3 based plugins. It would be nice to see some examples of WinUI 3 based application plugins
