Timeseries SrCNN blocking use on ARM64

Is your feature request related to a problem? Please describe. I am developing on a new Surface device (ARM64 chipset) and I'm currently blocked by the lack of support of SrCnn support to use this for anomaly detection in data.

Describe the solution you'd like I'd love to see this included and added for ARM64 support in version 4.

Describe alternatives you've considered If there is a major impediment here, I'd love your recommendations. I am looking at other statistical analysis as a work-around for my specific use-case.
