Debug support for C#, PowerShell, JavaScript

Is your feature request related to a problem? Please describe. I use .Net Interactive notebooks a lot and often use it to construct functions in my projects. The issue I am having is without debugging code capability within cell I have to use trial and error approach and often rely on External IDE help on issues in my code.

Describe the solution you'd like Debugging support in notebooks would be a great solution to this need.
