Add telemetry to determine nuget packages loaded into notebooks

We would need to ensure this is done compliantly. This is so we could understand usage patterns a little better so we could focus our investments.

@jonsequitur : Could this and #2154 be closed now that we merged in the changes? Seems like we are getting telemetry from the pipeline now as well.
