Pull in Jupyter Renderer Ext + Jupyter Keybindings Ext as dependency when Python support is added

When support for Python is added, we should make sure to pull in both the Jupyter keybindings extension and the Jupyter renderer extension as dependencies so as not to break/become inconsistent with the Python experience.
