dotnet-format now requires dotnet to be on the path

In https://github.com/microsoft/MSBuildLocator/commit/d0d15f779222f73c486f9418c945f37dcc07300f, MSBuildLocator started requiring dotnet to be on the PATH in order to find MSBuild. dotnet/format took that update in the main branch so it now requires dotnet to be on the path as well. Is this a desired change? If so it seems like we should announce the change in behavior.
