@ellahathaway the coherency check in this PR is failing and another PR also reports that there are issues with the current set of dependencies. I think this regressed with https://github.com/dotnet/command-line-api/pull/2330. Can you please take a look?

Looks like 8.0 version of arcade doesn't have the xliff-tasks intermediate. I'm working to determine if reverting the SB metadata changes in command-line-api will break SB in the VMR. If they do, I'll update arcade's 8.0 branch to include the xliff-tasks SB intermediate. Otherwise, I'll remove the sb intermediates in command-line-api.
