Review old docker-related implementation ideas

Improvements to our container space have been on table for many years, but we are addressing them holistically within the #10123 epic just now. The issues https://github.com/dotnet/core-eng/issues/3626 is left open for four years now so its most probably obsolete, but might still contain relevant ideas.

The goal of this issue is to check whether some of the points in https://github.com/dotnet/core-eng/issues/3626 are still relevant and worth addressing these days.
