Update Build Analysis (and related projects) to reference dnceng-public/public

With the migration to dnceng-public/public, we need to ensure that Build Analysis (and related) services are able to work with builds coming from the new AzDO instance. There are a fair amount of places where we reference dnceng that will need to be updated to also reference dnceng-public (until dnceng/public is completely migrated and decommissioned).
