Make torchvision.io.read_image{,_async} and torchvision.io.read_async allow subsequent opening of the file for reading

  • SSIA.
    • addressed to #1494.
    • fixed same symptom in torchvision.io.read_async as well.
  • intentionally postponed RELEASENOTES.md update; i'll do it after a review if needed.
  • N.B; dotnet build will fail w/o SixLabors.ImageSharp version bump.
    • intentionally leave as is, since i'm not sure how upstream maintain this kind security update.
