Is this library can support smartphone communications ?

excume me, I want to implement communications between android and iphone by bluetooth, but I had read some articles and documentations which tells me not support communicating between phones using BLE (Peripheral support) I want to know is this library of others library support communications smartphones by write and read bluetooth data ?
